Powerful Typhoon Haiyan (locally named Yolanda), the strongest ever to hit land, struck the central Philippines on Friday, killing at least four people, cutting services, leaving the task of providing shelter, welfare and the massive clean-up.

Ramon Anquilan DU1UGZ, of the Philippines Amateur Radio Association (PARA), reports that the Ham Emergency Radio Operator (HERO) has been helping authorities with their reports and messages.

"They helped track the destructive storm, its fierce wind, rainfall, storm surges, damage, plus outages of communications and other services.

"HERO network stations did this through PARA using amateur radio on 7.095MHz, 144.740MHz and via social media," said Ramon DU1UGZ.

The storm uprooted trees and brought down many power lines. 
Among HERO reports was news of the official pre-emptive evacuations along exposed coastal areas in the hours before the typhoon arrived.

Others were alerted about flash floods and landslides. Authorities had warned more than 12 million people were at risk. The disaster planning potentially saved many lives.

While millions of people in 20 provinces are in shelters, the full extent of casualties and damage will take authorities several days to gather.

Ramon DU1UGZ said also affected was Bohol and Cebu, which suffered damage from a 7.2 magnitude earthquake in October, killing 222 people and leaving at least 5,000 sheltering in tents. The HERO Network also assisted in that disaster.

Throughout the current typhoon the Filipino spirit was high. As it approached, the Philippine President Benigno Aquino urged all to take every safety measure possible.

"I thought it best to speak to you to emphasise the gravity of the calamity our countrymen will face in these coming days, and to ask of everyone cooperation and solidarity," the President said. In the rescue effort was the air force, army and navy.

As the unprecedented disaster unfolds, those already pledging their support include the European Union, UNICEF, Red Cross and many other non-government aid and relief organisations.

Typhoon Haiyan, the 23rd and strongest storm to hit the Philippines this year is now headed towards other countries.

VK3KI Silent Key

IARU Region 3 Chairman and National President of The Wireless Institute of Australia, Michael Owen, VK3KI, passed away unexpectedly yesterday.
 
Michael has been Chairman of the Directors of IARU Region 3 for some years, and had been President of WIA since the restructure of the WIA in 2004. Before that, he was IARU Vice President for 10 years from 1989, and before that was a director of IARU Region 3. He had been a member of the IARU Observer Team at a number of World Radiocommunications Conferences, in particular WRC03, where he was responsible for Article 25.
 
Amateur radio has lost one of its tireless workers and will be the poorer now.
 
The Executive Committee and Member Societies of IARU Region 1 extend their condolences to the family of Michael Owen.

The International Amateur Radio Union (IARU) has expressed public support for a .radio top-level domain name. Under the proposal as put forth by the European Broadcasting Union (EBU), registration will be available via the EBU to all eligible radio representative organizations and broadcasters, Internet radios, radio amateurs, radio professionals and their respective representative organizations, as well as companies providing radio-specific products and services in order to create a worldwide radio community.

The proposal must be approved by the Internet Corporation for Assigned Names and Numbers (ICANN); this organization is responsible for the coordination of the global Internet’s systems of unique identifiers and, in particular, ensuring its stable and secure operation. Much of its work has concerned the Domain Name Space (DNS) policy development for internationalization of the DNS system and introduction of new generic top-level domains (TLDs), such as .com, .edu, .org, .net and the new .aero, .xxx and .travel.

In a letter to ICANN Chairman Steve Crocker, IARU President Tim Ellam, VE6SH, said that “the IARU believes that the .radio proposal submitted by the EBU provides a unique opportunity to standardize radio domain names on the Internet. The use of a specific global online name such as .radio can help create a unique space worldwide, a place where the global radio community can gather. In my capacity as the IARU President, I recommend that the .radio Top Level Domain (TLD) proposal of the EBU be approved by ICANN.”

EBU Director General Ingrid Deltenre welcomed the IARU’s expression of confidence: “The EBU believes its application matches ICANN’s exacting criteria and best serves the collective interests of the global radio community. These kinds of comments confirm that belief.”

Earlier this month, ICANN issued a progress report on the initial evaluation process for the .radio proposal. Applications have now been assigned to the relevant geographic, string similarity and DNS stability evaluation panels. According to the EBU, many people and organizations have expressed a desire for more time to comment publicly. The formal period for public comment has been extended to September 26, 2012 to meet the demand of individuals and organizations. Comments received by September 26 will be forwarded to the evaluation panels to review and consider as part of their evaluations.

The EBU serves 74 Members in 56 countries in and around Europe. It represents its members and promotes the values and distinctiveness of public service media in Europe and around the world.
